Giffels Partnership Solutions Inc. (GPS) proposed to the City of Ottawa a facility including a garage where ambulance vehicles are queued, a decontamination bay, wash bays, storage area, fitness centre, employee offices, and a training centre for public use. This project was proposed as a Public-Private Partnership (P3) arrangement with the City of Ottawa, for the design, construction, financing, ownership and operation of the facility.

The Giffels Partnership Solutions Inc. team consisted of; Giffels-Design-Build Inc., NORR Limited, NORR Martineau & Haar Inc., National Bank Financial, CB Richard Ellis Limited and O&Y Enterprise.
